China’s one-child policy started only as a voluntary program in 1978 that encouraged couples to have two children or less. ┬áThe policy was first introduced as a temporary measure but was never removed and continues to this day. Though one-child policy is nation-wide, many groups and minorities are exempt from this rule (only 36% of the population were subjected to the restriction as of 2007).
